Alex Levintaner

Before joining Newstate Partners, Alex spent seven years at UBS Warburg and four years at Houlihan Lokey as part of the Sovereign Advisory Team, primarily focused on the advisory mandate with the Government of the Russian Federation.

Alex has been involved with all the Russian Government’s debt restructuring efforts following Russia’s financial crisis in 1998, including the 1998 domestic debt restructuring, the 1999 Paris Club restructuring, the 2000 London Club restructuring, as well as the 2002 trade debt restructuring. He was also involved with the Government’s negotiations on the prepayment of US$36 billion of its outstanding debt to the Paris Club. He has provided continuous advice and assistance to the Government with respect to its relations with the three major credit rating agencies. He has maintained ongoing design and development of various debt models for analysis of the Russian Government’s external debt position including the preparation of external debt reports to external creditors, including the IMF and the World Bank.

Alex was also involved with providing financial advice to various other sovereign clients including the governments of Iraq, Liberia, Pakistan, Serbia and Montenegro, St. Kitts and Nevis, and others.

Alex has an undergraduate degree from the University of Pennsylvania and holds an MBA from the London Business School. He is a fluent Russian speaker.
